Abschlußerklärung der Strategiekonferenz der Umweltbewegung Schwerte 20.Mai 2013		Final declaration on the strategy conference of the environmental movement Schwerte, 20th May 2013 On 20th May, 320 participants met in Schwerte near Dortmund (Germany) for a strategy conference of the environmental movement.
Die Menschheit steht an einem Scheideweg: Die Lebensgrundlagen und die Zukunft der heutigen und zukünftigen Generationen sind durch die Profitwirtschaft unmittelbar in Frage gestellt. Es droht eine globale Klima- und Umweltkatastrophe. Obwohl die Umweltbewegung eine der größten und aktivsten gesellschaftlichen Bewegungen ist und das Umweltbewusstsein weltweit in Bevölkerung deutlich gestiegen ist, konnte diese Entwicklung bisher nicht gestoppt werden. Zum Aufbau einer überlegenen Kraft treten wir deshalb für eine neue Strategie in der Umweltbewegung ein, die die bisherige Zersplitterung der Kräfte und die Trennung von der Arbeiterbewegung überwindet und eine gesellschaftsverändernde Richtung einschlägt. Dafür steht unsere entscheidende Schlussfolgerung, den Aufbau einer Umweltgewerkschaft voranzubringen. Sie schließt die Kräfte gegen die Hauptverursacher der globalen Umweltkrise, die internationalen Banken und Monopole mit ihren Regierungen, zusammen und entwickelt einen entschiedenen Widerstand gegen die Zerstörung unserer Lebensgrundlagen durch die Profitwirtschaft. Auf unserer Konferenz wurde darüber in vier inhaltlichen Blöcken lebhaft und solidarisch diskutiert und schöpferische Schlussfolgerungen gezogen:		Humankind is currently at a crossroads: The foundations of human life and the future of today’s and tomorrow’s generations are directly put into question by the profit-oriented economy. A global climate and environmental catastrophe is imminent. Though the environmental movement is one of the biggest and most active movements and though environmental consciousness within the global population has clearly increased, it has not been possible yet to stop this development. In order to build up a superior force, we therefore advocate a new strategy of the environmental movement, which is to overcome the current fragmentation of forces and the separation of the environmental movement from the workers’ movement and aims at a direction, which is to change society. Our decisive conclusion to push forward the establishment of an “environmental union” stands for this aim. We are to bundle the forces against the main originators of the global environmental crisis, i. e. the international banks and monopolies with their governments, and to develop resolute resistance against the destruction of our foundations of life by the profit-oriented economy. On our conference, this topic was vividly and collaboratively discussed in four stages, and the following creative conclusions were drawn:
1. Menschheitsbedrohende Umweltkrise – Umweltbewegung – Systemfrage Eine Kernfrage für die Lösung der Umweltkrise ist die Systemfrage. Unsere Konferenz diskutierte einmütig, dass es angesichts der Dimension des Umschlags in eine globale Umweltkatstrophe notwendig ist, das gesamte derzeitige destruktive und profitorientierte System, die Art und Weise zu produzieren, zu konsumieren und zu leben, in Frage zu stellen. Die Konferenz betonte, dass wir die einzelnen Seiten des Raubbaus an der Natur in den Gesamtzusammenhang stellen wollen. Die Durchsetzung der Abschaltung der AKW´s in Deutschland nehmen die Großkonzerne zum Anlass die schädliche Braunkohleverstromung voran zu treiben. Die Ölvorräte gehen zu Ende. Die Großkonzerne wollen jetzt das Zeitalter fossiler Brennstoffe mit dem extrem schädlichen und verbrecherischen Fracking weiter verlängern. Trotz aller Behinderung und systematischen Ausbremsung sind die naturwissenschaftlichen und technischen Voraussetzungen für 100% erneuerbare Energien, die Verbannung von Umweltgiften und ein Stopp des Raubbaus der Natur durch eine umfassende Kreislaufwirtschaft längst entwickelt. Sie kommen jedoch nicht zum Tragen, solange sich einige hundert internationale Monopole den gesamten Erdball und die Menschen untertan machen und die Einheit von Mensch und Natur rücksichtslos gefährden. Wir nehmen Abstand von der Illusion, die Umweltkrise unter der Regie ihrer Hauptverursacher überwinden zu können und sind entschlossen, die Umwelt ohne Rücksicht auf das Profitstreben zu retten. Dafür nehmen wir uns auch die Freiheit, die heutige kapitalistische Produktionsweise in Frage zu stellen. Das schließt unterschiedliche Vorstellungen über die notwendigen gesellschaftlichen Veränderungen mit ein und verlangt einen breiten überparteilichen Zusammenschluss auf antifaschistischer Grundlage und einer weltanschaulichen Offenheit. Die Konferenz betont, dass der Raubbau an der Natur auch die Kriegsgefahr erhöht, zu riesigen Flüchtlingsströmen führt und den Weltfrieden bedroht. Wir fördern die internationale Solidarität und den gemeinsamen Kampf um die notwendigen demokratischen Rechte und Freiheiten		1. The environmental crisis threatening humankind – the environmental movement – the question of the political system A central question for the solution of the environmental crisis is the question of the entire political system. Our conference concertedly discussed, that in view of the dimension of the sudden change to an environmental catastrophe it will be necessary to put into question the entire destructive and profit-oriented system and the way, in which we produce, consume and live. The conference emphasized that we should place the different aspects of over-exploitation of nature into an overall context. The enforcement to close down nuclear power plants in Germany is used by the large industrial corporations as a pretext to further push forward lignite-based electricity. Oil supplies come to an end. Large corporations want to further extend the age of fossil fuels by the extremely harmful and criminal fracking method. In spite of all efforts to prevent and systematically thwart the scientific and technical preconditions for 100% renewable energies, for banning environmental toxins and for stopping over-exploitation of nature by a comprehensive closed-loop economy have long been established. They are not further considered however, as long as about a hundred international monopolies suppress the whole earth and humankind and recklessly endanger the unity of humans and nature. We refrain from the illusion that the environmental crisis can be overcome under the direction of its main originators, and we are determined to save the environment by no longer remaining considerate to any profit-seeking business. For this purpose, we also take the liberty to question today’s capitalist production methods. This includes different ideas about the necessary changes in society and requires a broad union without regard for party affiliation on the basis of antifascism and ideological openness. The conference emphasizes, that over-exploitation of nature also increases the danger of wars, leads to large influxes of refugees and threatens global peace. We promote international solidarity and the joint struggle for necessary democratic rights and liberties.
2. Umweltbewegung – Umweltgewerkschaft – Industriegewerkschaften Es reicht weder aus, die bereits bestehenden, aber vereinzelten Umweltinitiativen besser zu vernetzen, noch den Umweltschutz nur verstärkt zum Thema in den Industriegewerkschaften zu machen. Wir brauchen eine neue Umweltorganisation, die den Menschen hilft, mit Ohnmachtsgefühlen fertig zu werden und eine überlegene Kraft gegen die Zerstörung unserer natürlichen Lebensgrundlagen organisiert und entwickelt: eine Umweltgewerkschaft die als überparteiliche, finanziell unabhängige, international verbundene Umwelt-Kampforganisation einer breiten Masse von Menschen agiert – auf antifaschistischer Grundlage. Der Kampf um die Arbeits- und Lebensbedingungen muss immer mehr verzahnt werden mit dem Kampf zur Rettung der natürlichen Umwelt. Wir wollen diesen Prozess vorantreiben, damit sich die Arbeiterbewegung mit der Umweltbewegung fest zusammenschließen kann. Dies steht nicht in Konkurrenz zu den Industriegewerkschaften. Gewerkschaft – mit diesem Namen grenzen wir uns ab von der Regierung, von den Großunternehmern. Gewerkschaft steht für Solidarität und Stärke, Schlagkraft und Widerstand. Gewerkschaft steht für eine klare Positionierung auf der Seite der Arbeiter, einfachen Angestellten und ihren Familien und schließt sie mit den Kindern, der Jugend, den Bauern, Frauen, Wissenschaftlern, Kleinunternehmern, usw. zusammen. Wir entwickeln eine Zusammenarbeit auf gleicher Augenhöhe und praktizieren eine entsprechende solidarische Streitkultur. Diskutiert wurde auch, dass eine Umweltgewerkschaft eine enge Zusammenarbeit mit anderen Umweltorganisationen, Initiativen und verschiedenen sozialen Bewegungen entwickeln muss. Wir wollen die Breite und Vielfalt der ganzen Umwelt- und Arbeiterbewegung für diese neue Kraft gewinnen.		2. Environmental movement – environmental union – industrial trade unions It is neither sufficient to just cross-link the already existing, but singular environmental initiatives in a better way, nor just make environmental protection a stronger topic for the industrial trade unions. We need a new environmental organization, which helps the people to better cope with feelings of helplessness and organizes and develops a superior force against the destruction of our natural foundations of life: an “environmental union“, which acts as an environmental fighting organization of a large number of people without regard for party affiliation, financially independent and internationally networked .- on an anti-fascist basis. The struggle for working and living conditions has to be more and more linked with the struggle for saving our natural environment. We want to push forward this process, so that the workers’ movement can strongly unite with the environmental movement. This does not compete with the position of the industrial trade unions. “Union” – with this name, we distinguish ourselves from the government and from large corporations. “Union” stands for solidarity and strength, for vigor and resistance. “Union” stands for a clear positioning on the side of workers, employees and their families and brings them together with children, with the youth, with farmers, women, scientists, small entrepreneurs etc. We will develop a collaboration of all participants on eye level and practice a corresponding culture of debate based on solidarity. It was also discussed that an environmental union has to develop a close cooperation with other environmental organizations, initiatives and different social movements. We want to win the scope and variety of the complete environmental and workers’ movement for this new force.
3. Umweltbewegung und Kampf um Arbeitsplätze und soziale Rechte Wir brauchen beides zum Leben: Arbeitsplätze und eine intakte Umwelt. Wir greifen die Angstmacherei und Lüge, dass Umweltschutz Arbeitsplätze vernichtet, an. Umweltschädliche Produkte könnten verschwinden, Millionen Arbeitsplätze im Umweltschutz und in den fortschrittlichen Technologien könnten entstehen. Kampf um jeden Arbeitsplatz und um umwelt- und gesundheitsschonende Produktion sowie Durchsetzung fortschrittlicher Technologien und eines Gesundheitsschutzes gegen die chronische Volksvergiftung – das sind für uns zwei Seiten einer Medaille. Die von Bundesregierung und Monopolverbänden gepriesene „Vereinbarkeit von Ökologie und kapitalistischer Ökonomie“ lehnen wir ab, denn dies bedeutet in der Realität nichts anderes, als den Umweltschutz und die Existenz der Menschheit dem kurzsichtigen Profitstreben unterzuordnen.		3. Environmental movement and struggle for jobs and social rights We need both for living: Jobs and an intact environment. We oppose the scaremongering and the lie that environmental protection destroys jobs. Environmentally harmful products could be removed, and millions of jobs could be established in the fields of environmental protection and progressive technologies. The struggle for every job and for environment- and health-friendly production as well as the implementation of progressive technologies and health protection against the chronic contamination of the population – these are two sides of one coin for us. We do not accept the so-called “compatibility of ecology and capitalist economy”, which is praised by the government and monopoly associations, as in reality this does not mean anything else than to subordinate environmental protection and the existence of humankind to short-sighted profit seeking.
Wir solidarisieren uns mit Kämpfen der Arbeiterbewegung, wie dem Kampf gegen Werkschließungen bei Opel Bochum und anderswo. Gegen die zunehmenden Repressionen und Unterdrückungsmaßnahmen gegen aktive Umweltschützer in Deutschland und weltweit schließen wir uns international zusammen und praktizieren eine unverbrüchliche Solidarität. Die Zerstörung von Arbeitsplätzen, der natürlichen Lebensgrundlagen der Menschheit und der Abbau sozialer Rechte haben die gleichen Ursachen und Verursacher. Die Lösung der Umweltfrage und sozialen Frage ist deshalb objektiv identisch. Diese Gemeinsamkeit lässt sich nur im Kampf durchsetzen und erfordert eine Selbstveränderung der Umwelt- und Arbeiterbewegung.		We express solidarity with the fights of the workers’ movement, such as the struggle against plant closures at Opel in Bochum and anywhere else. We unify against the increasing repression and suppressive measures against active environmentalists in Germany and worldwide, and we practice steadfast solidarity. The destruction of jobs and humankind’s foundations of life and the cutback of social rights have the same causes and originators. Solving the environmental question and solving the social question are therefore objectively identical things. This common ground can only be enforced in the context of struggle and requires self-transformation of the environmental and the workers’ movement.
4. Lokal, national, global – Umweltbewegung und Umweltgewerkschaft Der Übergang in eine Umweltkatastrophe kann und muss gestoppt werden. Das geht nur durch eine international überlegene Kraft. Global denken – lokal, regional und global handeln! Der Aufbau der Umweltgewerkschaft im nationalen Rahmen muss mit dem Aufbau einer internationalen Widerstandsfront zur Rettung der Umwelt verbunden werden und ist dafür unser Hauptbeitrag. Durch internationale Teilnehmer und Beiträge lernten wir auf der Konferenz: auch in verschiedenen anderen Ländern reift der Gedanke des schrittweisen internationalen Zusammenschlusses heran, wird die Idee des Aufbaus einer Umweltgewerkschaft aufgegriffen.		4. Local, national, global – environmental movement and environmental union The transition to an environmental catastrophe can and has to be stopped. This can only be done by an internationally superior force. Think globally – act locally, regionally and globally! The set-up of an environmental union in a national context has to be linked with the establishment of an international front of resistance for saving the environment and should be our main input for that. From international participants and contributions, we learned on the conference: the notion of a gradual international unification also grows up in different other countries, and the idea of establishing an environmental union is discussed.
Eine Umweltgewerkschaft muss finanziell unabhängig, weltanschaulich offen und überparteilich sein. Wir brauchen demokratische Strukturen, die gewährleisten, dass die Mitglieder den Kurs der Gewerkschaft bestimmen. Die Konferenz betonte den notwendigen Tiefgang, Offensivgeist und perspektivische Sichtweise zum Aufbau einer Umweltgewerkschaft. Bei aller vorhandenen Sympathie und Zustimmung dafür ist die massenhafte Gewinnung von neuen Initiatoren/-innen kein Selbstlauf und wir stellen uns auch einem aufkommenden Gegenwind ein. Es gilt die Entscheidung herauszufordern, sich zu verändern und Initiator/-in zu werden. Besonders wollen wir uns an Jugendliche wenden. Für den weiteren Aufbau der Umweltgewerkschaft nehmen wir uns vor:		An environmental union has to be financially independent as well as ideologically open-minded and act without regard for party affiliation. We need democratic structures, which ensure that the members determine the course of this union. The conference emphasized the necessary profoundness, the offensive spirit and the long-term view for establishing an environmental union. With as much sympathy and approval for this idea as there may exist, the large-scale recruitment of new initiators is by no means an automatism, and we also expect obstacles to emerge. We have to challenge the decision to be open for change and become an initiator, and we especially want to address the youth. For the further set-up of an environmental union, we intend the following:
Die Strategiediskussion über den Aufbau der Umweltgewerkschaft breit und intensiv in der Arbeiter- und Umweltbewegung zu führen. Dazu entfalten wir eine besondere Initiative, um mindestens 5 000 Initiatoren/innen bis zum Gründungskongress aus der breiten Masse der Bevölkerung zu gewinnen, für die die Rettung der Umwelt ein immer drängenderes Anliegen wird. Der beschleunigte Aufbau starker örtlicher und regionaler Initiatorengruppen in allen wesentlichen Zentren und Städten ist ein Schlüssel des Aufbaus der Umweltgewerkschaft von unten. Wir wollen dies mit der gemeinsamen Vorbereitung eines Gründungskongresses, der weiteren Gewinnung von Initiatoren und praktischen Umweltaktivitäten voranbringen.		We will broadly and intensively lead the strategy discussion for the establishment of an environmental union within the workers’ and the environmental movement. For this purpose, we will deploy a special initiative, in order to win at least 5,000 initiators until the founding congress. They should come from all population groups, for which saving the environment becomes an increasingly urgent concern. An accelerated set-up of local initiator groups in all essential regions and towns is a key for establishing an environmental union “from the bottom“. We want to push this forward by a joint preparation of a founding congress and by further winning initiators and practical environmental activities.
Wir streben eine Gründung der Umweltgewerkschaft im Herbst 2014 an. Die neue elfköpfige Koordinierungsgruppe wird beauftragt, den Gründungskongress programmatisch und organisatorisch gestützt auf die Initiatorengruppen und Einzelinitiatoren/-innen vorzubereiten. Dazu sollen Kommissionen zur Erarbeitung von Entwürfen für ein Programm/Aktionsprogramm, und eine Satzung/Organisationsprinzipien einberufen werden. Von den 320 Anwesenden mit 4 Enthaltungen und einer Gegenstimme angenommen.		We aim at the foundation of an environmental union in the autumn of 2014. The new coordination group with 11 members is asked to prepare the founding congress, programmatically and organizationally based on the initiator groups and individual initiators. For this purpose, commissions for setting up drafts for a program/action program and statutes/organization principles are to be summoned. The declaration was approved by the 320 attendants, with 4 abstentions and 1 dissenting vote.
